Server: No option to hide 'Add to a project' sharing feature

Steps to reproduce

1. There is no option to disable 'add to a project' sharing capability
2. 'Add to a project' always stays there for users confusing them as it's not straight forward how to create a new project

Expected behaviour

There should be an option in the admin area to completely disable this new feature.

Server configuration

Operating system: Linux x64

Web server: nginx

Database: mysql

PHP version: 7.1

Nextcloud version: 16.0.3

But it's a dirty workaround and also considering that there are many options in file sharing, this should be a trivial option to implement.

Server:

• needs to expose a capability
• admin setting to toggle it

The admin setting to toggle it should be like this:

• Should be in Admin setting and it would disable it globally and on all clients.
• Either in "Basic settings" or "Sharing" (I assume "Basic settings" is more fitting?)
• Enabled by default of course
• Section:

Projects
Connect items to a project to make them easier to find. Available in supported apps like Files, Talk, Deck and more.
