Server: Allow easy to configure one-liner on the login page

Hi,

At the moment there is no easy way to simply edit a configurable string on the login page.
LibreNMS, emby, etc. Most open-source webserver code has this option.
I know there is the ability to change the login screen completely although I think a simple configurable string is enough for most users.

I'm with @jancborchardt that I don't see a real use case for adding another settings option for that.

announcing planned maintenance downtime (in a way it "can't" be overlooked or clicked away because it would be quite prominent in this position)

We have the announcementcenter app which is ideal for this use case. That way they will also be informed about a maintenance if they are logged in (which is probably the most likely case)

I think this would be a nice enhancement for the theming app (https://github.com/nextcloud/server/tree/master/apps/theming).

If we do this, where should this text be placed on the login page? @nextcloud/designers

This is my current use case. I could use the "nextcloud slogan" but its not really in the center and at the bottom of the page. And as you said, a small welcome message, some planned maintenance downtime etc. All good enough use cases.
PS: I like the design you proposed. Elegant.

Hm, I'm just a bit skeptical since we never had this request as far as I remember.

The example with LibreNMS unauthorized use is already covered by our links to Terms of Service and Privacy policy which you can set. And a slogan in the footer too.

We could just wait and see if there are other users requesting something like this and collect possible use cases here...
