Secret-hitler: Investigate whether or not shuffling of policies (when stack is less than 3) is being done correctly in accordance to the printed rules.

I received the following from a player report:

One minor issue I've found is that when there less than 3 laws in the draw deck (tipically after 5 elections passed only 2 laws remain), they don't reshuffle until a new goverment is elected.

This is in contrast with the rules (both official and stated on your site) that say "If there are fewer than three tiles remaining in the Policy deck at the end of a Legislative Session, they are shuffled with the Discard pile to create a new Policy deck. Unused Policy tiles are not revealed."

On your site, a lot of people try to bank on the fact lib laws may be in the last cards after couting and lead the game to a boring "nein all" end game which isn't fun at all to play and it's not according to the rules either. I think players should be totally in blind about what those cards are if they go for "nein all" strategy

This should be looked into and then likely have to have the shufflePolicies function (common.js:83) adjusted.

Would like to second this bug action. Many players are now using this tactic to effectively ruin the game in the first few rounds of play.
