Sdk: dotnet restore does not respect verbosity

dotnet restore -v q does not respect the quiet flag.

However, dotnet msbuild /t:restore /v:q works fine.

This is true. We need to fix this.

Moreover, if I do dotnet restore -v diagnostic I'd like only restore specific output to show, not the rest of msbuild's diagnostic output.
I was trying to understand what Nuget.config files restore bound to and I had to spend 1 extra minute sifting through the entire msbuild diag log :)
