Screwdriver: Hundreds of requests before start

What happened:

• I clicked on a build page that was still setting up the node.
• My browser sent dozens of requests per second to /v4/builds/$NUMBER until it started

What you expected to happen:
Not to spam the API server.

How to reproduce it:
Start a new job and go to the build page.

After some preliminary testing I suspect that the issue may lie with the UI starting from v1.0.270. Related change:

Tested v1.0.269 and the request spam was nonexistent in comparison to v1.0.270.
