Scrcpy: Add Chocolatey installation method in README

Seems like Chocolatey packages were added as state in #872. This issue is pretty straight forward and there's really no reason for 20 lines of explanation why, it's there, it should be documented. 馃檪

Apparently I got here using a link that was targeting the v1.8 tag so Chocolatey instructions weren't there, sorry. I wonder why anyone share a link targeting a tag. Have a good day.
