Safe-react: An invisible loader makes the scroll bounce

Description

In the Transactions history, if there's enough transactions for scroll to appear, the loader makes the scroll bounce up and down.

Environment

• Browser: Chrome

Steps to reproduce

• Go to Transactions
• Make sure to have many transactions

Expected result

The scrollbar doesn't jump

Obtained result

The scrollbar jumps

This will be fixed once #2119 is merged to development. It's expected to be released in v3.5.0

I want to add this case as well. I don't know if it is caused by the same issue or not. I assume the wiggling of the scroll bar is making the page just long enough to make it show it and hide it constantly

@francovenica, yes, it's the exact same issue, the square rotating at the bottom.
