I cannot seem to repro the issue. This is happening on ubuntu 16.04. I wonder if it is related to our docker sdk install issue /cc @jaredpar

The global.json says you need a 5.0.100-preview.5 SDK, does getting a latest one help at all (outside of the automation)?
Oh, delete .dotnet, it's slightly behind what's needed on tip
build-test.sh is trying to download and failing with the message above.
Delete that .dotnet. It's outdated, but it's trying to get used by the build. The SDK is telling you it doesn't match the minimum needed. It's not really trying to download there looks like.
Updated the top post. It was clearly trying to download. It sat there for minutes.

No. Just my Ubuntu 16.04-x64 Hyper-V image I have been using for 18 months.
In that same image, what happens if you curl https://dotnetcli.azureedge.net/dotnet/Sdk/5.0.100-preview.5.20228.8/dotnet-sdk-5.0.100-preview.5.20228.8-linux-x64.tar.gz (and maybe pass --progress-bar if it's available).

I think this is the clue. Can you get that file when executed with curl -O dotnet-sdk-5.0.100-preview.5.20228.8-linux-x64.tar.gz
(also check space on all partitions. I don't remember if and where curl makes temp files)
I'm wondering if any upstream code hits virus signature by mistake...
It is making very slow progress.... Maybe a DOS attack? Maybe 5PM on the East Coast network issues?

The curl was killed at 3.8% download. wget is making some progress 40KB/s ETA 55m.
I wonder if all the CI machines updating makes the download slow.
I probably doesn't help that I'm also pulling mcr.microsoft.com/dotnet-buildtools/prereqs:ubuntu-16.04-cross-20200413125008-09ec757 which is also horribly slow.
It was quite normal for me. Maybe some slowdown in your part of the world.
