Sometimes with googling, you get instructions that is for older versions. Found this NDC Oslo talk, and I saw my problem!

For everyone else, make sure to check in your Visual Studio Installer under "Installation Details" sub-heading, "Visual Studio extension development" and check for ".NET Compiler Platform SDK".

The roslyn team can mark this as closed, but I hope others can find this post helpful!

Is there a reason why the .NET Compiler Platform SDK is not part of the Visual Studio Extensibility workload by default?
