Rocketmq: System Topic like SCHEDULE_TOPIC_XXXX should not be create or delete by user

FEATURE REQUEST
If I create a topic named SCHEDULE_TOPIC_XXXX , then the delay msg will be put into this topic in cycle~~
I think it is must to forbid create topic named SCHEDULE_TOPIC_XXXX
