Rocket.chat: Warn people when they use @all/@here that it's disruptive.

On slack, using group notifications yields a warning / interstitial / popup / speedbump, reminding the user that they are about to do something disruptive, and asking them if they really want to:

I understand that this doesn't stop anybody who really doesn't get it, but I think it's helpful for educating new users that group pings are a disruptive action that should be used with care; and it helps with setting cultural expectations, so that when disrupted users push back, the offender has already seen one warning and is more likely to be receiptive.

Please make this a thing -- Why people don't realize this is beyond me...

This happens _ALL_ The time in the support channel on open.rocket.chat

If everyone who thinks this is a disruption put their 2 cents into a bounty this might not be a issue at all.

If I had the cash to do so -- I would.

https://gitcoin.co/ and https://www.bountysource.com/ are both good options for doing exactly this.
