Rfcs: Meta-RFC: RFCs this week

Maybe this is just me, but I am constantly being surprised by RFCs and features I didn't even know existed!

I feel like I do a reasonable job of skimming through the issue/PR tracker, but it's still hard to get a good overview of what's going on without spending large amounts of time on the IRC or actively reading RFCs.

Proposal: Create a new website (rfcs.rust-lang.org) which contains a week-by-week (or month-by-month?) list of RFCs (with the summary from the "Summary" section of the RFC) that have merged since the creation of the website. The objective is that one can go to this website to see what is coming in the future.

In addition, we could also add a section for currently-debated or high-impact RFCs that people should be aware of. I'm not sure what the criteria of getting on this section would be though... Perhaps comment count?

This Week in Rust does a fantastic amount of work coming out every week with sections "Approved RFCs", "Final Comment Period", and "New RFCs".
