Retroarch: [Serious] Retroarch 3ds nightly build version disappeared

It has became this for quite a few days and only 3ds version disappeared.

PSP is also missing and PS3 appears to be several weeks out of date. Gingerbeardman on Discord did express interest in looking into the issue.

From what I can see every nightly build folder is empty except for /nightly/windows-msvc2017-desktop/x64/latest/

notaz broke the psp picodrive version with his merge. we could either report it to him and hope he fixes it, or exclude picodrive for now.

also, we honestly need a better system setup in place here. we cannot have a situation here where if a core fails to build for some reason, none of the other cores get packaged then either.
