Rescript-compiler: [Discussion] Start of the stdlib infra

This has been discussed a bit already, but I'd like to start some concrete action here so that folks can start contributing rather than asking us about it all the time.

I'm thinking of an independent repo (fully built with bsb), that bs can vendor; the repo will contain some explicitly experimental modules under a Experimental namespace for those who know what they're doing (aka lots of folks who are eager to see this happen in Discord).

To start the effort, I'd like to check in a dummy repo with a single function. Then we can discuss how to progress from there, e.g. the config needed.

I'd like @bobzhang to approve this idea first; we should reach some agreements, since Reason will default to the same thing.
