Remacs: Add: Cargo.lock for create a PR in nixpkgs

I'm try to port remacs to NixOS, for this nix need to have a Cargo.lock file in your repository, so can you add this in repository ?

Hi, I really appreciate your help. However this project is stalled for some time now, so I think this doesn't really make sense.

But there's a similar(actually it's quite different) project that already has an open issue for this. If you are interested just leave a note in this issue.

@brotzeit It seems like a fork but not quite align with this project goals. Can you point out what the role of the Rust in emacs-ng? Is the porting effort will continue?

@Abdillah Emacs-ng focuses on new Features(in rust) instead of porting existing Code.
