Refined-github: feature: Add method to transfer existing issue labels from one project to another

Idea

When looking at the labels view of a repository it would be nice to have

• a <select>element to choose another repository
• a button »Transfer labels«

to be able to choose another project to transfer the labels from the current project to the selected one.

Feels out of scope. This can easily grow into something with a complicate UI (i.e. skip labels, merge labels, preserve colors, etc)
