Readthedocs.org: Read The Docs panel in the menu on left bottom side does not open in Google Chrome and FireFox

This is probably going to be a be a theme issue if there is an issue. Just tested on chrome-os 63.0.3239.140 and had no issues. Can you give your build number for your browser?

I do not see this issue anymore under https://esp-idf.readthedocs.io/en/latest/
The issue still persists under https://espressif-docs.readthedocs-hosted.com/projects/esp-idf/en/latest/

Checked using:
(Ubuntu 16.04)

(Windows 7)

I see that now on my end too. I have not looked to see exactly what the
issue is.
