16.6.2 no longer drops the umd bundle, breaking examples which rely on it.

If the current behavior is a bug, please provide the steps to reproduce and if possible a minimal demo of the problem. Your bug will get fixed much faster if we can run your code and it doesn't have dependencies other than React. The file umd/react.development.js exists.

Which versions of React, and which browser / OS are affected by this issue? Did this work in previous versions of React?

Yes. In the codepen listed, I've included 16.6.1 dependencies, which have the umd output. 16.6.2 patch removed it, which you can reproduce if you change the unpkg.com urls.
