RCs are available on npm. Final probably tomorrow or early next week, need to check if we're getting some React Native coverage.

@zpao Any reason why the 15.3.x RCs aren't listed in the releases?

We don't typically make changelogs and tag everything for the RCs. We also typically don't push them out to bower/CDNs. Hasn't been super interesting to do so we haven't. At least not for RCs of minor releases, which aren't exactly RCs anyway (eg, we'll throw new semver-minor things in to these "RCs").

We're still refining the process for minor & patch releases so there's room for change.
