React-native-fast-image: Add blurRadius support.
React Native now supports blurRadius prop for Image for both Android and iOS, but this library does not seem to. It would be super useful to have this 馃憤

This would be incredible... Just switched over from RN Image to FastImage. I love the performance but my UI depended on the blur for some things

I'm closing this PR which only works for iOS, if someone (possibly me) implements for Android I may re-open.
