Ray: Install ray release version from S3 wheel directly

What is your question?

I want to be able to download ray's release wheels directly from S3 and install (due to firewall rules on my machine, I do not want to open 443 to for pip)

However I'm not sure what would the path be like, how does one know which SHA to use when trying to install the official releases? Thank you!

Essentially, you should match the wheel name to the latest commit in the release branch. https://github.com/ray-project/ray/tree/releases/0.8.6
