1.0b1 coming out later this evening. New target date for 1.0.0: 2019-10-03.

I found a bug in 1.1b1 when trying pip install --no-binary rasterio==1.1b1. The fix is in 78a81c0. 1.1b2 is coming up.

1799 has been fixed and 1.1b3 wheels are being built now.
