Rasa: connect with contributor who used whatsapp / twilio connection

i think a contributor posted an issue or somethign about how to do this once but we never added it to the docs.

Add whatsapp with twilio to the docs.

Whatsapp is a beta feature which is part of Twilio's Limited Availability program. Akela submitted a request to test it but there is no timeline for when the access is going to be given. That means that I can't really test it and add it to the docs until it's available.

For my own reference in the future:

• enable Whatsapp for the Twilio number
• pass 'whatsapp:+44xxxxxxxxxxx' as chatbot's number to TwilioInput class
