I could install with psycopg2 version >= 2.8.0
but with 2.7.x , pip install will generate those error messages.

is that mean psycopg2 2.7.x can not work with python 3.8 in ubuntu 20.04 ?

Python 3.8 support was added in psycopg 2.8.4.
