Proxysql: Add support for SET CHARACTER SET

ProxySQL properly supports SET NAMES , but not SET CHARACTER SET neither SET CHARSET.

This is a follow up from https://github.com/sysown/proxysql/issues/780#issuecomment-417349720

Support implemented in 1.4.12 .
in 2.0.0 this will implemented in a different way.

The fix was committed to 1.4.12, not >= 1.4.13.
