I actually found both.
The game crashes after clicking the "Play" button of the game launcher with the following popup.

Game output log :
2018-10-20_160926.zip
Steam client log : steam_client.log
PROTON_LOG=1 log file :

Run the game from steam and click play in the launcher
You can upload files directly to your issue btw, just hit the "Attach files..." button at the bottom of the issue writer. No need to use external services like framadrop.
Also please attach Steam application log.

Hello @StraToN, I'm guessing @nsivov was asking for you to add PROTON_LOG=1 %command% to the game's launch options and drag and drop the generated $HOME/steam-$APPID.log into the comment box.

It works fine for me on GTX 760/396.54, proton 3.16-3. I was able to into the game. Starting it second time showed an issue with invisible launcher window - it's starting fine and you can click where Play button is supposed to be, but window itself is invisible. For your crash, maybe dxvk logging will show something.
@nsivov Indeed I saw some reports stating success, but I also saw some which stated failure like me :/
Would it be a driver problem then ? I'll try to ask for a more up-to-date driver for Mageia.
@StraToN sure, testing with newer driver won't hurt.
I just tried with newer drivers (nvidia 410.57) but I observe the same behaviour with my laptop.
I am usually running games with a custom command : primusrun %command%.
If I don't, the game is marked as "Running", but I have to kill it (kill -9 offworld.exe) to show the launcher, and clicking play shows a crash.
Works for me with nvidia 410.54 however the launcher is behind the game (use the activities button to get to it) and click on it which will bring it to the front then you can launch the game in steam. This only works after a local steam file verify as once it runs two files get changed which prevent the game from launching. Also I will verify if requested but some graphic settings (anti aliasing) will cause the game to crash.

I remarked that trying to edit the configuration file from the game launcher pops out a notepad window that is empty. Would it be possible that the game crashes on launch for this reason on my computer?
The settings file as shipped with the game is blank. They put s sample
settings.py in the game directory whiich you can copy to a settings
file and edit. You will have to research exact names and directory.

@lesdave49 I found no file named settings.py in the game directory.
Anyway I don't think this file is the cause of my problem, since it should be created at launch of the game.
Also I succesfully ran wine Offworld.exe, the game started, so my configuration is able to run the game.

Thanks a lot @aldencolerain, it indeed worked perfectly. Since I am using primusrun I used this as launch option: PROTON_USE_WINED3D11=1 primusrun %command%.
@StraToN that likely means that it fails to run with dxvk on Intel GPU, with PROTON_USE_WINED3D11=1 you disable dxvk. Could be not a driver issue after all, but switching to correct GPU in a first place.
@nsivov I am not sure. I'm using primusrun to run on the discrete GPU, not the integrated one. Doesn't this do the trick?
