Project: MongoDB: add support for using an arbiter as part of a replica set

Currently when you configure a MongoDB replica set in KubeDB you are required to deploy full instances for every member. It would be nice to have the option to deploy one or more arbiters instead to help reduce resource utilization in environments where N copies of the data is not necessary.
