Probability: Make version 0.8 available through conda

Please make tensorflow-probability 0.8 available through conda.
Currently only 0.7 can be installed via conda.

We actually just released 0.9!

We don't maintain the conda package (I'm not sure who does); for now we recommend using pip to install TFP.

@csuter It still doesn't appear here: https://github.com/tensorflow/probability/releases. It would be nice to know the new changes and if certain bugs have been fixed.

The default version of tfp in collab is still 0.7. When we may expect 0.9 release in colab?

I'm working with the Colab team to update the default TFP to 0.9 (when using %tensorflow_version 2.x). I'm not sure on the exact timeline, but this change should happen soon.
