Well, exactly, because it isn't an open-source secure/private operating system. Even if it met all the other criteria, it can't be added simply due to the fact that it isn't open-source.

Just to ask, is Lineage OS full open-source? Aren't drivers closed source sometimes?
A LineageOS ROM provides all those system layers, from the kernel to pre-installed applications. And this is built from, mostly, open source software. Not entirely open source software, because most low-level device drivers are made by hardware makers and released as proprietary software, without sources.
This is the limit of LineageOS as an open source operating system: it will hardly ship with 100% open source low level drivers. There are some initiatives in that direction though, in particular the聽Replicant projectplans to release a fully free Android distribution that will run on several devices .
If you think LineageOS should be removed, create an issue for that, instead of asking why we're not listing a proprietary OS.
