Powertoys: Telemetry: please consider making it optional

As much as I adore every of your efforts, I will not have even more telemetry installed. It would be kind to remove it, or give the user an option to permanently disable all current or all future usage of it. Yes, it's not a bug, it's a privacy / trust thing.

Our telem uses the Windows telem system so everything we get is sampled.

For context why this is important, It helps us make some critical decisions on what to fix. Looking at the data, we prioritized a bunch of FancyZone virtual desktop work.

We're also working toward a transparency report so everyone can clearly see what / why we need each bit.
