Powertoys: Keyboard Keys Randomly Disable

Windows build number: 10.0.18362.476
PowerToys version: 0.13.0.0

Steps to reproduce

Keys randomly become disabled or behave unexpectedly. I think it issue only affects the behavior of the Shift key. When it occurs, the issue is usually noticeable when the Shift + any key to produce a character will fail (ex Shift + 5 to produce %).

I have not been able to determine what leads to this behavior. The does not begin immediately after the app is launched; it begins randomly, or after some sequence of keystrokes from me that I haven't identified, but once the issue begins, the only way to stop it is to exit PowerToys.

Expected behavior

Shift+ any key returns expected character
Ex: Shift + 7 returns &

Actual behavior

Shift + any key returns _no response_

I've been having a very similar issue as of recent. When it occurs, my entire number row, 1-0, stops working, but every other key functions as expected. It seems like PowerToys is grabbing the key events and failing to propagate them. I haven't been able to figure out why or when it occurs, but I'll try to get a dump file next time it does.

Same for me. The most weird thing - this is not a common issue. Everything is working fine but in the some moment I have no access to the numbers in the first line of the keyboard. At the same time numbers on the numeric keypad are working.

The same thing is happening to me. The screen flashes when I try to press any upper-row number key.
