Powershell: A simple bug that has existed for more than ten years for Cursor Shapes

Steps to reproduce

powershell title bar right click -> properties -> select cusor shape other than legacy style

Expected behavior

**cursor shapes** 
- Legacy Style 
- Underscore
- Vertical Bar
- Empty Box
- Solid Box
The above cursor shapes can be switched at will.

Actual behavior

only legacy style is valid

Environment data

System environment : win7 or win8 or win10
**powershell 1.0 , 2.0 ......7.0   and 7.1.0-preview.2 All of the above versions have this problem.**
