Powershell: Update-Help issue on macOS

Steps to reproduce

login to PWSH as sudo
(sudo push)

Update-Help -Scope AllUsers -Force

Expected behavior

Should download and install the help modules

Actual behavior

Does locate several help modules, but does not seems to install anything.
Upon trying:

Get-Help Get-ChildItem

I get the following output:
REMARKS
Get-Help cannot find the Help files for this cmdlet on this computer. It is displaying only partial help.
-- To download and install Help files for the module that includes this cmdlet, use Update-Help.
-- To view the Help topic for this cmdlet online, type: "Get-Help Get-ChildItem -Online" or

I am seeing this issue, and also the following

Get-Help about_*

Does not work either. This is in PowerShell Core 6.2.1 as follows:

@iSazonov The Update-Help -Force should work. If it doesn't then we need more troubleshooting to understand where it fails. I don't have a macOS environment to test.

I have PowerShell 6.2.3 on macOS 10.14.6 and now Update-Help -Force runs and does not show any errors, however Get-Help Get-ChildItem displays the syntax fine but in "remarks" says:

Get-Help cannot find the Help files for this cmdlet on this computer. It is displaying only partial help.
