Powerline: Tmux 2.9 breaks window name colors

I'm guessing this is because 2.9 removed the -bg and -fg from the window status commands and now only has -style.

I encountered the same problem. Also, I am guessing you meant tmux __2.9__ right?

This is fixed by tmux/tmux#1912 which was merged in today.
