Pm2: cluster mode not working

When I try to run my app in cluster mode using the command below it is started in fork mode:
pm2 start app.js -i 2

I am running node v4.2.4. The app works fine but it is started in fork mode instead of cluster mode.

$ pm2 start app.js -i 2
