Plots2: Add a link to the Comment Templates page from the tagging menu

Hi, this is a first-timers-only issue. This means we've worked to make it more legible to folks who either haven't contributed to our codebase before, or even folks who haven't contributed to open source before.

Yes, but Harman, just wanted to point out that these are specifically for
people who haven't completed an issue already. Actually if someone shows up
to solve this one who is a newcomer, since you've done one already, would
you mind helping them solve it? That would be a great way to welcome
someone new into the community!
