Platformio-vscode-ide: PIP: Could not find a version that satisfies the requirement bottle<0.13

Since PIO is completely broken in Atom after recent update and GH is full of issues about it, I was trying to get any working environment and installed VSCode.
Unfortunately here we also have problems:
"PIP: Could not find a version that satisfies the requirement bottle<0.13 (from platformio==3.5.3a7) (from versions: )
No matching distribution found for bottle<0.13 (from platformio==3.5.3a7)"

I think it might be the same problem in Atom but just not visible.

Just remove C:\Users\xxxxxxxxx\.platformio\penv folder and restart IDE
