You should remove the file from PicoTorrent before removing it from disk. There is an option in PicoTorrent to remove the torrent as well as the downloaded files.
It's your choice in the end of course but that doesn't make any sense to me. If I, instead of delete, move a file from one place to the other without using picotorrent,, the torrentclient shouldn't decide to start to redownload the file.
If you move the file without telling the torrent client, there is no way of knowing if the file had bad data or similar, and so it will re-download the missing pieces.
A quick check tells me that both qBittorrent and uTorrent also works like this.

@dza89 That differs from the behavior I got. Anyway - I can take a look at how it could be done, but I don't think it is trivial.
