Phoenix: It is impossible to broadcast to channel without the Phoenix.Socket.Broadcast struct

This poses a problem when splitting the pubsub mechanism to another application. We need to either allow broadasting to channels without intermediary sources or allow intermediary sources to do local broadcasts.
