Peeringdb: translate auth infinite loops when user status is pending

When a user goes to https://translate.peeringdb.com and authenticates, if the user hasn't been verified, it fails and redirects back to https://peeringdb.com/.

This should result in an error saying "User account has not been verified yet, please verify your account at https://peeringdb.com" or something like that.
