This server is running Paper version git-Paper-15 (MC: 1.14) (Implementing API version 1.14-R0.1-SNAPSHOT)
Sometimes zombies are "cloning" I mean they are spawning with this same clothes like e.g golden armor, pickuping everything what's on the ground.
Please keep in mind Paper 1.14 is not ready for production use. Maybe try it without all those plugins, as some of those don't officially support 1.14. A timings report would be helpful as well.
World saves are going to cause that to occur given how costly they are.
We used to have a patch that moved world saving over multiple ticks to prevent this but it's on the TODO list for 1.14.

"I know right" Im just ignoring this words "is still not ready" but I'm only playing survival so just needed this 1.14 fastest as can and play it. plugins have highest priority and I just need them to let my survival don't die in mean: everything would destroy ownself without them.

Okay. And it's only temporary the 1.14 version ? Or the 1.14.1 have higher priority too? It seems to me the 1.14.1 should get started coded now because its better and for me 1.14 does not contains any bugs may some like this but its "on my eye". I can wait for 1.14.1 I'm not speeding up devs I'm just talking about this issue. Okay them, I just report the issue here to let get know. Thanks
Player moving too quickly is going to be related to the fact that your server took too long to tick, judging from that it's down to world saving being poor in 1.14
Also, there is no need for the posts mirroring the "this is not production ready yet", the issue tracker is here to help us bolt down on actual issues, be they upstream or on our side
We know chunk performance is bad, there are a few efforts underway to make it better. That being said this ticket doesn't really tell us anything new so I'm going to go ahead and close it (along with similar general "chunk performance bad" tickets for 1.14.x)
