Paper: Lava flows too fast in overworld

Incompatibility (Bug)

What behaviour is expected:

Lava should flow at normal (fairly slow) speed in the overworld

What behaviour is observed:

Lava flows fast (Same speed as water?) in the overworld

Steps/models to reproduce:

Get a bucket of lava, pour onto ground.
Compare the flow rate with single player if needed.

Paper.yml

fast-drain:
      lava: false
      water: false
    lava-flow-speed:
      normal: 30
      nether: 10

Spigot?

This behaviour does not occur in spigot.

The lava flow speed seems slightly slower than the water speed (which appears to be flowing at the correct rate), but it's definitely too fast. Changing the lava-flow-speed.normal value in paper.yml seems to have no effect. This was not a problem with 1.10.2 (paper build #916).

Seconded, this made playing Ultra Hardcore rather panicky when lava just rushed at us. Latest build of Paper (build #959),plugins are WorldEdit, WorldBorder, SpectatorPlus, ProtocolLib, UHPlugin. UHPlugin has no settings affecting lavaflow.

Should be fixed in builds 987+, thanks for your patience.
