Packer: Support for building on VMWare vCloud

Support for building on _VMWare vCloud Director 5.5_ and _vCloud Air 5.6_.

Create a new builder vcloud which will be able to build new template vApps from an existing vApp template using the vCloud REST API v 5.5/5.6

I've just started coding this builder using the govcloudair library.

If there is anyone who is interested in contributing code, alpha/beta test or influence the functionality just ping me.

@Filirom1 I have something like a PoC implementation kind of working. But I need to add some functionality to govcloudair and have monkey patched vCloud 5.5 support onto it. I haven't found any time to work on that lately and to be able to provide some proper patches.

@mitchellh It has been on hold for some time. I'll reopen when/if I get this closer to something useful.

@rickard-von-essen I've just started working with the hmrc/vmware-govcd fork of the vmware/govcloudair library. I would love to take a look at your PoC implementation and see if we come up with working support for _vCloud Director_. Do you have a repo I can fork ?

@robcoward Great! I'll see if I have any code still laying around. This was some time ago, and I ended up mostly hacking on getting govcloudair to work with vCD. I'll get back to you later today.

hey @rickard-von-essen - I am now working at UKCloud. I was working along side @robcoward above, but he's now left.

We're very keen to begin work on a vCloud builder, and are likely to pursue this. Did you commit your PoC or still have the code anywhere?
