This is in continuation of #119 to keep the discussion focused on one part as we can further flesh out each piece to create a draft proposal around baseline practices.

• proper use of maintainers in package.json
• How to detemine/select maintainers?

Just noting this down, to not forget - the doc should probably include https://github.com/openjs-foundation/cross-project-council/blob/master/PROJECT_PROGRESSION.md as an option.
