Osu-web: Support more languages in metadata

Currently, there are only 9 supported languages for beatmap metadata. I think every language used today should be supported for better sorting and searching.

Also as mentioned in #3376 Russian has around ~90 ranked beatmaps (they get ranked regularly, so the number is higher than the stats mentioned in the issue) making it the 5th most ranked language on osu, yet it has no language category. So I'm not sure what "most popular ones" means, but if it's the languages with most ranked maps that would be cool.

New idea: assuming peppy means the currently displayed 9 languages as the “most popular ones,” how about we instead dynamically display the current 10 most popular languages by mapset count (+ any, instrumental, and other), and to the right of them have a dropdown with all the languages?
Originally, I was thinking of adding a dropdown in my previous post as well, but thought it would look weird in the middle of all those hyperlinks, but now I've changed my mind since it would probably be more user-friendly that way.

Would it be enough to show the local user's language as an option in addition to the most popular ones?

I think that would only be okay if you provide a way to search all the hidden languages and teach it to the user on the spot:

This should probably be dependent on https://github.com/ppy/osu-web/issues/3682 , unless the new languages are added to the old website drop downs.
