This is part of the cluster-api subproject for sig-cluster-lifecycle

repo by including links to the relevant approvals (meeting minutes, e-mail
thread, etc.)

  • If this is a core repository, then sig-architecture must approve
  • If this is a SIG repository, then this must follow the procedure spelled out
    in that SIG's charter

Additional context for request

I will figure out the owners files later as I do not want to be the only approver/etc as the project progresses, but listed above is a basic start

Before creating the teams, I just want to double check -- for the admin and write access permissions, are you asking for everyone in the OWNERS_ALIASES to be granted access? or just the sig-cluster-lifecycle-leads similar to the request in #938 ?

I'm asking for me + leads so I don't have to bug a lead every time I need something, but I defer to @timothysc who has opinions on this kind of thing.
