Talking about UserExperience i think expand/collapse on panel shoud include the panel header text.
So a click on the text should also collapse/expand (or maybe the whole row, or maybe the whole toolbar container click should be posible.
It is a little bit annoying, that only tha small arrow is clickable (Ok, the button behind is 3rem and conform to usability guide ;-)
For upcomming long maintenance support, i think some customers solutions will last the next 2 years, so if it is possible please include/add this feature/usability enhancement in 1.30.x.

I also needed this functionality, and created a header toolbar for the panel that contains a button that opens or closes the panel. Could have saved me some coding :)

BTW, most ui widget libs are heavily using expand/collapse for lists, menues, etc. also.
I think, collapse/expand is a great UX feature, where grouping takes place.
What about adding such feature to the list (sap.m.List) for the sap.m.GroupHeader?
So it would be easlily possible to show/hide dependent rows for the group.
Generally, mobile lists will have a special icon at the end of the list to expand/collpase.
Using it this way, i would be able to use collapseable list also in page footers to categorize actions and maybe collapse them by default.
Today you have to switch from lists to panels for such reason.
If we would have expandable lists, this would offer a greate benefit on top of it.

The <ui5-panel> from UI5 Web Components does support this feature, indicating that the behavior is acceptable from UX point of view. What's the current plan? Do you accept contributions for this feature?
Just letting you guys know that the commit https://github.com/SAP/openui5/commit/d8741f3bebd87d24a08b93e37f9eaae9c0a54455 (available since 1.79) makes now the entire panel header clickable by default, unless a custom <headerToolbar> provided.
