Openrct2: Android builds need tests enabled

There is now openrct2-cli being built as part of Android jobs. It is not included in the APK and not generally considered useful on this platform, but it is an important step towards getting tests working.

This issue is here to track enablement of tests on Android.

I have tried the Android version but the game didn't start at all, I own a Xiaomi Mi A1 stock, and the game just stays in a black screen.
The version is the one with git hash: https://github.com/OpenRCT2/OpenRCT2/commit/f728a5074a7df1cbe80c48b3482c37a79685aefc

The phone as far as I have seen is an ARM64 phone, also in the downloads page there are 4 version but I don't see difference between each.
