Openrct2: Guests do not go on underground ferris wheel when it's raining

Steps to reproduce:

1. Load attached save or create a new park with an underground ride
2. Wait until it rains or force weather
3. See that guests refuse to go on the ride when it's raining, even though it's indoor.

Could be themed ride. Because some scenery pieces can be placed underground ;p
