Game is stuck in combat mode because Phoenix Hovercar 121 (which belongs to Sensovision) is trying to attack Police car 31 hidden in the building. I'm not quite sure how you managed to put the game in such state.
If you destroy this vehicle game will continue normally.

i have some information regarding bug replication, try attacking any organisation which has lots of vehicles(10-15 or more), dont forget to use 0% damage cheat so your vehicles wont die. when they are drawn out of the building you attacking, command your vehicles to go to base. as a result some of the enemy vehicles will be stuck. dont have a save file, sorry. hope this helps.
